- Typed transcription of letter from the Frank C. Monaghan Collection. De Neufville feels that Holland's policy of armed neutrality must become the instrument of a general peace. Little progress is bring made at present because the Dutch States and Russia are also try ing to borrow money in Amsterdam, but De Neufville & Son will continue efforts on behalf of the United States.
