- Encloses letters which show that Phillips is persistent in his wish to negotiate for the exchange of convention troops. Washington does not believe that suchan exchange between persons unauthorized to treat can come to much good,especially since the views of Congress and of Sir Henry Clinton have been known. Perhaps a Congressional Resolution concerni ng the matter could be obtained.
