- Abstract
- Washington asks that Congress give him a sum of money so that he can carry intoexecution their resolution of 23 January concerning recruiting. The agreementthat a number of invalids from the convention army were to be permitted to go to New York was not made between General Philips and Washington, but betweenPhilips and General Gates. Washington permi tted it because he had receivedstrong assurances from Gates that the invalids would be exchanged. Washingtonencloses a letter from Captain [Josiah] Stoddard asking for permission to go toFrance for his health. Washington feels that this matter is the proper provinceof Congress. In hand of Alexander Hamilton.
