- Acknowledges receipt of 10 August with an extract from an informative and veryinteresting letter of William Bingham's [n.d.]. England's rejection of Spain'smediation, in Washington's opinion, "is more strongly tinctured with insanitythan any thing she has done in the course of the contest, unless she be sure ofvery powerful aid from some of the Northe rn states." Encloses a letter ofGeneral Wayne [n.d.] which should be read before Congress. Dft., in hand ofAlexander Hamilton.
