- Abstract
- Draft. Jay has heard that certain measures relative to peace were being prepared in Congress. France can expect little from the mediators, who seem to favor England. Jay advises that progress of the mediation be delayed, and a defensive alliance be made among France, Spain, Holland, and America. Jay would like to see a major plan or campaign formulated and executed. Spain is not tired of the war. T he Spanish want Jamaica and Gibraltar and would like to have Mahon. It would greatly aid the American cause if Spain would support American independence. Although Montmorin appears to support the American cause, there is "a sort of mysterious reserve about him on the subject." There is reason to hope that Spain is more seriously considering a treaty. Includes and discusses his letters of recommendation on Franklin's petition to retire.
