Autograph draft version of document 10328. Difficulty of receiving mail through the post office. Encloses a copy of a letter from Silas Talbot, a prisoner at Plymouth, requesting aid. The request seems justified , but Jay has not the funds to grant it. Little attention has been paid to captured American seamen.
