Abstract
Jay has not received an answer to his letters requesting more money. He has borrowed about 30 thousand dollars from Mr. Cabarrus. The Court still owes money, but Jay does not expect to receive it. Jay also needs his back salary. The negotiations have not advanced. The Minister is too sick or too busy and refers Jay to del Campo, who always states that his instructions have not yet been completed.
