- Abstract
- Draft of document 4160. French fleet hasn't sailed. Fleet at Rhode Island won't be reinforced until fall. Spanish court has promised him $150,000. Clothing shipped. Russian offer of mediation accepted by Dutch but not yet by British. If British refuse, Russia will enter war on side of Dutch. Necker's report on French finances "much to his Honor and their Credit." Should be published in America. Cum berland will set out in a few days.
