- Abstract
- If Spain persists in her demand, Jay may recede from his previous instructions to insist upon free navigation of the Mississippi and access to ports below the 31st parallel in Florida. He should, however try to obtain free navigation of the Mississippi to the 31st parallel and use of Mississippi and Florida ports below that point, pursuant to whatever regulations Spain may enact. Letter signed.
