- Abstract
- Encloses a copy of an act of Congress dated 3 May 1784 dealing with a matter of interest to South Carolina, which Carmichael should bring to the attention of the Spanish Court. He is also enclosing extracts of two letters to Jay relative to the Dover Cutter. The parties concerned are anxious to have this matter concluded and Jay would like to be able to inform them and Congress as well of the inten tions of the Spanish Court with respect to this matter. He will send to Carmichael a cypher as soon as he safely can and hopes Carmichael will do likewise. He is sending newspapers and Congressional journals to Carmichael so that he will be informed of the state of American affairs. Spain's friendly part in American concerns with Morocco has made an agreeable impression. Jay will have more to communicate on this matter as soon as nine states are represented in Congress. Congress has decided to leave negotiations with the Barbary powers to their ministers and has made no appointments. He lists the dates of his letters of 1785 which he is not sure reached Carmichael.
