Abstract
Although Montmorin's letter of 31 July seemed calculated to convey Carmichael's sentiments as well as those of the Count, Jay considered it very singular that Montmorin's letter was not accompanied by a single line from Carmichael. Jay maintains that his request that Carmichael come to Paris for the settlement of accounts was justifiable. He repeats that he is very anxious to have the Spanish accou nts settled before he leaves for America and he will advise Barclay to take the necessary measures for the settling of accounts at Madrid. The idea of unliquidated accounts is a very unpleasant one to Jay. The definitive treaty will be in the form of the provisional articles. Commercial matters will be treated in another treaty. Mr. Laurens has leave to return.
