- Abstract
- Jay would do well to speak with Floridablanca so that American ships are not treated less favorably than the ships of other neutral nations in Spanish ports. Since there is no treaty between the two nations, it might be best to ask for this treatment as a favor and not as a right. It could be requested provisionally. There should be no difficulty in requesting that United States ships be treated in the Canaries as they are in the other Spanish ports.
