Abstract
Jay and Franklin have requested that Laurens negotiate an article for extending the term assigned by the treaty for the exchange of ratification. The Jays could have left for America some time ago except for the late arrival of Carmichael with the public accounts and the absence of Mr. Barclay, who is to settle them.
