- Abstract
- Letter from Gardoqui states that he has orders to pay Cabarrus $26,000, the balance on the American account with Spain The remaining number of bills is small and if not paid soon will force Jay to protest them. Pained to know that Spain displeased by Congress silence relative to building ships in the northeast. Congress was waiting for Gardoqui's arrival in America since Jay not acquainted with the matter. Congress good will evidenced by their resolutions on the Mississippi Jay entirely without resources and Spain his only hope.
