Abstract
His report presents principles and propositions which have been less known than they deserve to be. To put them to the test requires correct knowledge of the state and the character of its people; John Jay is not in capacity to venture opinions. His health has continued to decline since the winter; "The Term of my Lease has expired, and I am holding o ver."
