Abstract
Writing on 31 March, Lovell includes copies of his earlier letters, 20 February (see document 11352) and 9 March 1781. In the note of 9 March, Lovell writes that Jay should have received gazettes, Journals of Congress, and the resolutions concerning the ratification of the Articles of Confederation. Now is the best time for ratification to occur, but the delay "appears now like all the other circum stances of our rise and growth." Still no letters from Jay or Carmichael since mid-September. On 31 March, Lovell writes that Gouverneur Morris is covering some of the papers being sent to France and Holland. Carmichael's letter of October 15th arrived on March 26, but there are still none from Jay. Lovell appends a memorandum enclosed in his February 20 letter to Jay listing letters received from Jay and Carmichael in 1780 -- four from Jay and sixteen from Carmichael.
