Abstract
The measures that different states have taken against individuals will be submitted for the reconsideration of those states. Lady Penn will have to apply to the Legislature of Pennsylvania. Jay believes that "justice will be done to all, and I hope that clemency and reconciliation will be refused only to the faithless and the cruel."
