Abstract
Jay's manuscript essay "A Hint to the Legislature of the State of New York," drafted between 15 January and 2 April 1778. The essay lays out fair and equitable legal guidelines for the impressment of civilian goods for the Army. Jay's recommendations were incorporated into the legislature's "Act for regulating Impresses of forage and Carriages ...," 2 April 1778. Signed "A Freeholder." Publication of this essay has not been confirmed in contemporary New York newspapers.
