Abstract
The pain in his chest has passed, and he feels slightly better. A crossed out section of this draft tells Morris that Barclay has called to audit the Spanish mission accounts, but that Carmichael has not as yet forwarded them in accordance with Jay's request. Jay is happy to hear that Morris will not retire. Although this would give considerable pleasure to Morris' enemies, it would be tragic for t he nation. Mentions that the French were annoyed at the manner in which Morris requested funds of them. Expects that the primary source of funds will be Holland, which should be favored with more American trade. British commissioner does not have authority to negotiate as to commerce, and it would seem the ministry wishes to exclude Americans from the West Indies carrying trade.
