Abstract
If Carmichael has not already made available for inspection the public accounts committed to his charge, press him to do so immediately. Should he submit excuses rather than the accounts, let Jay know immediately. All financial matters at Madrid were committed to Carmichael's charge, and Jay is anxious that his weak state of health may cause him to leave behind a suspicious state of affairs. Necker has advised Ridley and Jay to send Morris's sons to Geneva. As Necker has no reason to give false advice, Jay is inclined to agree with it.
