- Abstract
- Autograph draft. An excessive amount of bills were drawn upon him, and he fears they will have to be protested, for Franklin cannot continue to make up the difference. Spain is in a poor financial state, and he has little hope for a loan or subsidy. The court waits upon the success of the present campaign, and Spanish vessels lie idly in the stocks. Jay has encoded sections of the clear text above the line.
