The army should be organized in the most efficient manner in order to meet the experienced forces of the enemy. Pickering and others feel Colonel Hamilton is the best person to serve "the Second to You, and the Chief in your absence." Assumes Washington holds the same opinion, and if he cannot take command his opinion on that post should be intimated to the President.
