- Abstract
- Macon's Bill ("insidiously" called the American Navigation Act by the government paper) has passed the House of Representatives and will be considered by the Senate on Monday. It appears that it will either be rejected, or so altered as to repeal the nonintercourse law and do away with all commercial restrictions. This is obviously dictated by party policy, which is freeing the people from its own shackles. The approaching elections may be influenced by this apparent attention to national interests, but any change of system will be due to temporary policy.
