Abstract
Criticizes the army's failure to mete out strict punishment for insubordination. When some of the troops were ordered to march, they refused because they had received no pay. The proceedings of the administration are disgraceful. Has heard that John Jay has been appointed a delegate to the convention. The country needs "all the exertions of all her friends."
