- 1. States to raise a sufficient number of troops to meet their quotas. 2. States to replace those men whose terms have expired. 3. Calls for three year enlistments. 4. Privates and non-commissioned officers to be codiciled in the state of their residence. 5. List of those whose term of enlistment is expiring to be sent to the legislature of each state by commander in chief as soon as possible.
