Reports steps taken in regard to dispatching Barclay to negotiate the treaty with the Barbary States. Portugal appears inclined to follow the lead of Spain in regard to commercial relations with the United States. Sweden has established an open port at St. Bartholomews, but Holland's colonial administration is decidedly against commercial concessions. The negotiation of commercial treaties becomes increasingly more difficult as the expiration date of the commissioner's appointments draws near.
