Abstract
The payment of the bounty to the crew of the Alliance has finally been settled, although Jefferson has had to pledge the credit of the United States to be security for the payment of any Frenchmen's claims to the fund. Postal convention was allegedly proposed to Franklin by the French, but Franklin does not recall this, and the matter probably has not reached Congress while the French still await a n answer. Jefferson suggests that rather than settling balances between post offices for carriage of letters, that it be presumed that the charges cancel each other. New musket with interchangeable parts may be of interest to Congress.
