Ship arrived from France with a supply of small arms. Although assigned to the Continental Congress, the Virginia Board of War asserts they are entitled to the arms in return for arms already supplied to Congress. Virginia will write to the Continental Board of War concerning this. Wishes that it would be possible to receive instructions as to the action he, as continental agent, should take in reg ard to situations as outlined above.
