Abstract
As Jay requested, he has looked into the arms available in Baltimore, but finds that the returns upon which Congress relied were inaccurate. The Congressional agent has been dead for some time, and his business partner knows very little about the transactions. There are in fact not even 125 muskets, no less 125 chests as set forth in return. Throughout Baltimore, not a single musket may be purchase d.
