- Asks that he be allowed 2,000 dollars for the expenses he will incur in travelling from Philadelphia to Charlestown, South Carolina, with his engineering equipment and reference books. As he is cut off from his family and friends, and has consistently exceeded the amount of his pay in providing himself with necessaries he cannot defray the cost of his travel to the South.
