Abstract
Has received John Jay's of 15 December, 1789 but thinks one letter has miscarried. Has delivered packet to Chiappi. France's internal tumult makes her foreign policy null; Prussia trying to dictate to both imperial Courts. If France gets another Assembly and an able Minister, "shall change entirely the Face of Things-But it may easily happen otherwise."
