- He and his brother Joachim Palyart, have been impressed by the Portuguese Secretary of State with the importance which Portugal attaches to American commerce. He urges that Jay bring this matter to the attention of Congress, and that American commissioners be sent to Lisbon to negotiate a treaty of commerce.
