- Encloses letter from Samuel Bayard, 6 January 1796 (see document 12535). Bayard writes of change of policy in British courts which has resulted in favorable disposition of several claims cases. Feels this is due to ratification of Jay's Treaty by the President. Believes that his protest in the case of "The Betsy" also influenced British claims policy.
