Abstract
Discusses proposed changes in text of Treaty. The United States should attempt to obtain modification of tonnage in Article 12. Sees no hope for improvement in British policy on impressment. Proposes changes in 13th or Indian Article. Sees nothing in article to prevent the United States from carrying goods from India to China. Does not think the British Government will negotiate further at present time. Does not think the United States should now introduce "so many or such propositions as may defer the ultimate ratification ..."
