- Abstract
- Has received Pickering's letter of 3 July. Would have answered earlier, but his knowledge of Indian affairs is so imperfect that he could not do so until this date. Does not find anything in New York legislation regarding negotiations with Onondagas which directs or authorizes Governor to apply for intervention by federal Government. Does not think it proper that he comment on question of constitut ionality of Act of Congress of 1 March 1793 or legality and constitutionality of New York legislation mentioned above.
