Adams, Franklin and John Jay have prepared the definitive treaty and will
communicate it to Hartley tomorrow. Adams sees no point in further negotiations Present
British administration much less favorable to United States than predecessor--refers to
it as "this profligate League." Only hope for this-or any other British government--is
reform and "recovery of the affection of America."
