Abstract
Hopes McDougall's apprehensions are without foundation. Care should be taken in writing letters and in committing them to the right hands. You should not restrain exports permitted by the association. Your seamen will go over to the enemy. Hopes that the colonial petition will be well received, but America should not rely wholly on it as it may prove to be a broken reed.
