Abstract
Refers to McDougall's fitting out an armed vessel. Congress has passed are solution for privateering. Jay against any future subscriptions to associations. Fear and motives of interest and convenience would induce many to sign it who might be unfriendly in their hearts. Tories have circulated a report about me that I informed Congress that they had been misrepresented. This is not true. Thinks the disaffected should be removed to separate places. Provisioning the enemy from Staten Island should be prevented by the New York troops. Hopes NY is careful of the amount of powder at its disposal. Would redound to the colony's honor to pass a peace bill.
