- Abstract
- Reply to Matthewman's letter of 12 October. Tells Matthewman that such a recommendation as he requests must come by express orders of Congress; most direct way to have this considered, by Matthewman's submitting a petition to Congress. Does, not, however, wish to hold out false hopes to the Captain; believes "that Congress will decline recommending any person whatever to the Court of Russia."
