- Relying upon the encouragement of the American Commissioners in France, he spent considerable sums of money coming to America to aid in the war for independence. Asks that the Committee of Congress expedite consideration of his petition to be appointed a general officer and given the command of a corps of 4,000 Negroes. If Congress does not have need for his services, will they remunerate him for h is expenses, as is the custom of the nations of Europe?
