Abstract
While there is universal admiration throughout Europe for the conduct of the Americans during the late war, there is also a growing doubt that the states will not grow apart because of the failure to form a strong national government and the determination of the Americans not to erect a nobility. Austrian court generally prejudiced against American interests; King of Prussia is ill, and a war may d evelop. Last revolt in Peru was expensive in lives, but the populace there not ready for a sensible revolution.
