Abstract
Encloses: Account signed by John Ross, December 1785. Certification by Barbe DeMarbois, 11 February 1786. (Filed with this letter) Upon the bankruptcy of one of his factors, vessels belonging to Ross were seized by the factor's creditors, and have been sold, even though no debts remain payable by Ross to the factor. In addition, another factor has attached Ross' balance with him. Ross hopes that th ese violations of the law of nations will be brought to the attention of the King of France through a diplomatic communication, and that justice will be done. Otherwise it will be necessary for him to retaliate by seizing the property of a French merchant vessel anchored in the Delaware River.
