- Abstract
- Letterbook copy. "Personally mortified" that no letters have been received from Jay since September 16. Suspects "unfair dealing" with Jay's dispatches. Fears Congress has been allowed to see only sentiments differing somewhat from Jay's. Informs him of creation of the Office of Foreign Affairs. Hopes it will make Jay's "station more easy and reputable." Articles of Confederation have been ratified .
