- Typed transcription. Feels that Jay's conduct of circuit court will contribute to his health and the confidence of the people in their government. Thinks that federal capital should be between New York and Philadelphia. Morris's scheme for assumption of State debts by federal government: calculate services of several States to cause of American independence in money terms and subtract grants to sev eral states - balance will convey the debt owed the States by the Union.
