Abstract
Evacuation of New York proceeds slowly; however it may have a beneficial effect, as the presence of British forces increases the interest of the States in a strong Confederacy. The commercial restrictions of Great Britain concerning the West Indies trade will injure her more than the United States. Let us not press for a commercial treaty, but rather let Britain ask the United States for one. Dana means well but should be withdrawn from St. Petersburg. American minister to London should avoid open support of any party in England, but rather take advantage of the factious nature of British politics. If Russia drives the Turks from Europe and subdues the Algerians, perhaps America may establish trade with the Levant, via the Mediterranean. However it is unlikely that the major powers in Europe will permit Russia to gain such strength. Sparks, Morris, I, 259-260 (omits approx. 1/3 of letter.)
