- Abstract
- Autograph Draft signed version of document 6966. Cornwallis has from 3,000 to 3,500 well-trained soldiers and Greene from 1,500 to 2,000 men -- some of them raw recruits and almost in a "state of nature." States American advantages. "Cornwallis will be ruined before he gets out of the country." Robert Morris was appointed Minister of Finance and has made propositions that probably will not be agree d to. McDougall was appointed Minister of Marine. He wanted to keep his rank and command in the army, but Congress would not consent. The quota of troops assigned to New York has been filled up for the war and that of the eastern states is nearly completed for 3 years. The revolt of the Pennsylvania line has greatly deranged it. "finances my friend. The whole of what remains in the American revolution grounds there. The states begin more and more to see the necessity of complying with the requisitions of Congress."
