- Autograph draft, containing in addition to changes by Gouverneur Morris, various excisions and emendations done by later editor Jared Sparks. Discusses size and condition of the Continental Army and southern participation in war. On question of Spanish demand for sole right to navigation of Mississippi, Morris suggests this is based on desire to weaken the United States; points out mutuality of Spa nish-American goals.
