According to Aranda's request Jay is transmitting in writing the fact that he is not authorized by Congress to cede any countries belonging to the United States, and that he is not authorized to do anything about the line Aranda mentioned beyond following instructions from Congress. Jay does have full power, however, to "conform, treat, agree and conclude with the Ambassador of Plenipotentiary of h is Cathc. Majt. vented with equal Powers, of a concerning a treaty of amity, and commerce, and of alliance on principles of equality, reciprocity, and mutual advantage."
