Abstract
A merchant at Cadiz, Mr. O'Dwyer, who wishes to send a vessel he brought under American colors and staffed by Americans to North American, has asked John Jay for a passport. Since O'Dwyer is a Spanish subject this would be improper unless Floridablanca agrees to it. Asks Del Campo to return it to Floridablanca, and let John Jay have his answer.
