Abstract:
M. de Rayneval seems always in tune with the general principles of the adopted system. The power of the Captain General has been intermingled with the accessory powers of the present Captain General. Particular question of military responsibilities. The zeal with which de Rayneval has dealt with all of this augurs good things for the Republic and the cooperation of the French court. Questions whether the Captain General should have military responsibilities. None of this discussion would have happened without the American Revolution. Today arrived the deputies of the bourgeois council of Amsterdam with a petition. Have already 12,000 names and have added some people of the elite. The Ambassador only awaits DumasÆ translation of this petition to send it to the king. In French.
